A: Luff means that voluntarily brings the stem to the wind direction. We can also say "come to luff" or up in the wind.

Luff to luff (tack) means changing tack downwind*. This is the opposite of turn to wind.

* Stem: solid part which forms the front boundary of the hull (submerged part of the hull) of a vessel.
tack: next to where the wind comes
